Three Rivers ISD is committed to providing the healthiest environment possible for our students and staff. The following guidance outlines the plan Three Rivers ISD has for mitigating the spread of COVID-19. We will begin school on Monday, August 17th with remote instruction. Our intention is to return to school for face-to-face instruction on Monday, September 14th, 2020. This plan is subject to change and will be updated accordingly with COVID-19 developments.

SCREENING, ISOLATION, AND NOTIFICATION

The health and safety of Three Rivers ISD faculty, staff, and students is a top priority within the considerations surrounding reopening of schools and facilities. All students and staff will be screened for COVID-19 symptoms regularly and individuals who present with symptoms will be separated and sent home.

In accordance with the Centers for Disease Control (CDC) and Texas Education Agency (TEA) standards, in evaluating whether an individual has symptoms consistent with COVID-19, consider the following question:

Have they recently begun experiencing any of the following in a way that is not normal for them?

  • Feeling feverish or a measured temperature greater than or equal to 100.0 degrees Fahrenheit
  • Loss of taste or smell
  • Cough
  • Difficulty breathing
  • Shortness of breath
  • Fatigue
  • Headache
  • Chills
  • Sore throat
  • Congestion or runny nose
  • Shaking or exaggerated shivering
  • Significant muscle pain or ache
  • Diarrhea
  • Nausea or vomiting

The definition of close contact is evolving with our understanding of COVID-19, and individual scenarios should be determined by an appropriate public health agency. In general, close contact is defined as:

  1. being directly exposed to infectious secretions (e.g., being coughed on); or
  2. being within six feet for a cumulative duration of fifteen minutes; however, additional factors like case/contact masking (i.e., both the infectious individual and the potential close contact have been consistently and properly masked), ventilation, presence of dividers, and case symptomology may affect this determination.

Either (a) or (b) defines close contact if it occurred during the infectious period of the case, defined as two days prior to symptom onset to 10 days after symptom onset. In the case of asymptomatic individuals who are lab-confirmed with COVID-19, the infectious period is defined as two days prior to the confirming lab test and continuing for 10 days following the confirming lab test.

Screening Protocols:

  • Three Rivers ISD will require teachers and staff to self-screen for COVID-19 symptoms upon arrival onto campus each day. A questionnaire screening must be performed along with the employee’s temperature taken on campus before the start of the workday. Teachers and staff must report to administration if they themselves have COVID-19 symptoms or are lab-confirmed with COVID-19, and, if so, they must remain off campus until they meet the criteria for re-entry as noted below. Additionally, they must report to the district if they have had close contact with an individual who is lab-confirmed with COVID-19, and, if so, must remain off campus until the 14-day incubation period has passed.
  • Parents/guardians are expected to screen their students for COVID-19 symptoms each day prior to sending their student to school, and students with symptoms and/or close exposure to an individual with COVID-19 should not attend school on-site.
  • Screening includes consideration about whether the individual has recently begun experiencing any of the COVID-19 symptoms in a way that is not normal for them.
  • Teachers will monitor students and refer to the nurse if symptoms are present.

Isolation Protocols:

  • Individuals displaying COVID-19 symptoms will follow district protocols, including isolation from students and other staff members.
  • When a student has displayed symptoms of COVID-19, the school nurse will provide a clinical assessment to determine if and when a student needs to be sent home.
    • Students who report feeling feverish will be given an immediate temperature check to determine if they are symptomatic for COVID-19.
  • Students who are ill will be separated from their peers and should be picked up within 30 minutes and no later than 1 hour from the time the campus contacted the student’s parent/guardian. If students are not picked up in a timely manner, proper authorities will be contacted.
  • If a student is isolated based upon the screening, other students will be removed from the classroom and taken to an alternate location on campus (e.g. go on a walk outside, move to a different classroom, etc.) so that the classroom can be disinfected quickly using a fast drying sanitizing spray.
  • Staff members displaying COVID-19 symptoms will follow district protocols including reporting and isolation from students and other staff members.
  • Students and staff with known close contact to a person who is lab confirmed to have COVID-19 will not be allowed to return to work/school until the end of the 14-day self-quarantine period from the last date of exposure if that individual did not experience COVID-19 symptoms during that period. If the individual experienced symptoms, they must stay at home until the conditions outlined or return to work/school are met.
  • During the isolation period, individuals should self-monitor daily for symptoms of COVID-19:
    • Check and record their temperature twice a day
    • Contact a healthcare provider immediately if they:
      • Feel feverish or have a temperature of 100.0⁰ F or higher
      • Develop a cough or shortness of breath
      • Develop mild symptoms like sore throat, muscle aches, tiredness, or diarrhea

Notification:

  • Consistent with school notification requirements for other communicable diseases, and consistent with legal confidentiality requirements, the district will notify all teachers, staff, and families of all

students in a school if a lab-confirmed COVID-19 case is identified among students, teachers or staff who participate in any on campus activities.

  • If an individual who has been in a school is lab-confirmed to have COVID-19, the district will notify the Live Oak County Helath Department, in accordance with applicable federal, state and local laws and regulations, including confidentiality requirements of the Americans with Disabilities Act (ADA) and Family Educational Rights and Privacy Act (FERPA).
  • Individuals who were in close contact with an individual who is lab-confirmed to have COVID-19 will be notified of their requirement to quarantine until the 14-day incubation period has passed.
  • Individuals who have tested positive for COVID-19 will follow the return to work/school guidelines as specified below.

RETURN TO WORK/SCHOOL PROTOCOLS

Any individuals who themselves either: (a) are lab-confirmed to have COVID-19; or (b) experience the symptoms of COVID-19 must stay at home throughout the infection period, and cannot return to campus until the school system screens the individual to determine any of the below conditions for campus re- entry have been met:

  • In the case of an individual who was diagnosed with COVID-19, the individual may return to school when all three of the following criteria are met:
    • at least one day (24 hours) has passed since recovery (resolution of fever without the use of fever-reducing medications);
    • the individual has improvement in symptoms (e.g., cough, shortness of breath); and
    • at least ten days have passed since symptoms first appeared.
  • In the case of an individual who has symptoms that could be COVID-19 and who is not evaluated by a medical professional or tested for COVID-19, such individual is assumed to have COVID-19, and the individual may not return to the campus until the individual has completed the same three-step set of criteria listed above.
  • If the individual has symptoms that could be COVID-19 and wants to return to school before completing the above stay at home period, the individual must either (a) obtain a medical professional’s note clearing the individual for return based on an alternative diagnosis or (b) obtain an acute infection test at an approved testing location (https://tdem.texas.gov/covid-1...) that comes back negative for COVID-19

FACE COVERINGS

Consistent with the Governor’s most recent executive order, and assuming that order is still in place, masks will be required while in school buildings, with certain limited exceptions. The district will also be required to follow any forthcoming executive orders issued by the Governor.

If executive orders are not in place, the District will review the current situation within the community and in consultation with local health authorities to determine if masks should continue to be mandated throughout the district or at a specific campus/department.

  • For the purposes of this document, masks include non-medical and medical grade disposable face masks and cloth face coverings (over the nose and mouth). Full-face shields may be used in place of a mask to protect eyes, nose, and mouth whenever a mask is not feasible or whenever the education context may benefit from the ability to see an individual’s full face.
  • In addition to the executive order, Three Rivers ISD requires the use of masks or face shields for adults and students for whom it is developmentally appropriate.
    • Students in grades Prekindergarten through Grade 3 must wear masks when in common areas, and when not able to social distance. Students will be encouraged to wear masks at all time during the day as is feasible.
    • Students in grades 4 and up will wear masks at all times.
    • All students will be required to wear face coverings or masks while on the bus.
  • It may be impractical for students to wear masks or face shields while participating in some athletic or other extracurricular activities. The use of face coverings during extracurricular activities is addressed in the Three Rivers ISD Extracurricular Health Response Plan.

PROTOCOLS FOR CAMPUS VISITORS

Visitors to Three Rivers ISD campuses will be limited to only essential functions of the school. Individuals who have a need to proceed beyond the reception area will follow specific guidelines for visitors as specified below:

  • Virtual options for meeting with visitors will be utilized to the extent possible.
  • Visitors will not be allowed for lunch until further notice.
  • Visitors will not be allowed on campus to deliver lunches to students until further notice.
  • Visitors will not be allowed to walk students to classrooms upon   arrival until further notice. Visitors proceeding beyond the reception area will be subject to the following guidelines:
  • All visitors will be subject to screening by way of a COVID-19 health screening form.
  • All visitors will have their temperature taken upon arrival.
  • Visitors who demonstrate symptoms or have had close contact with an individual who is lab confirmed to have COVID-19 must remain off campus until the 14-day incubation period has passed.
  • Visitors and staff will maintain physical distancing for ARD and other meetings in smaller conference areas.
  • When checking out a student from school, the visitor/parent will complete the checkout and verification process and then wait outside the building or in their vehicle. A staff member will then escort the student out of the building.
  • Visitors on campus to deliver materials or medication for students will not be allowed beyond the foyer.

PROTOCOLS FOR DISINFECTING AND HAND SANITIZING

Frequent disinfection and hand sanitization will ensure health and wellness of students and staff.

  • District personnel will be trained on social distancing and proper hand washing.
  • Hand sanitizer will be available at the main entries to campuses, in classrooms, in the cafeteria and in common areas throughout the campus.
  • Staff will be expected to regularly wash and/or sanitize their hands.
  • Students will frequently be encouraged to wash their hands for at least 20 seconds and/or use hand sanitizer.
  • Requirement for hand washing and/or use of TR ISD-provided hand sanitizer:
    • Elementary: Provide hand sanitizer upon entry to classroom and periodic teacher reminders during instructional day
    • Elementary: Thorough hand washing after recess, before eating, following restroom breaks
    • o Jr. High/High School: Provide hand sanitizer upon entry to classroom and periodic teacher reminders during instructional day

Thorough hand washing upon return from outdoors, before eating, following restroom breaks

    • Staff will have access to disinfectant to sanitize high-touch and working surfaces and shared objects regularly.
    • Staff will limit the use of shared supplies when possible.

PROTOCOLS FOR CAMPUS CLEANING AND DISINFECTING

Frequent cleaning and disinfecting will promote a healthy learning and work environment for students and staff. Custodial staff will be trained in proper cleaning and sanitation techniques of high touch surfaces and areas and specialized equipment.

Daily Campus Cleaning:

  • Each classroom, campus offices, and restrooms will be disinfected daily. This process will include the use of hospital grade disinfectant. Inspections will be conducted each morning to ensure thorough disinfection has occurred.
  • All high touch areas will be disinfected daily.
  • Custodians will be provided masks and gloves during work hours.
  • The cafeteria will be cleaned and disinfected between lunch periods.
  • Staff will have access to disinfectant to sanitize working surfaces and shared objects after each use and during breaks in instruction.

Additional Cleaning for COVID-19 Positive Cases:

If a classroom or facility is closed due to COVID-19 spread, hospital-grade disinfectant will be used. Any areas heavily used by the lab-confirmed case will be closed off until the non-porous surfaces can be disinfected, unless more than 7 days have passed since that person was on campus.

Additional Measures for Disease Mitigation:

  • Plexiglas shields will be installed in areas of high contact (e.g., receptionists)
  • Desks or tables will be socially distanced as much as instructionally possible.
  • Water fountains will be turned off and water filler stations will be operational. All locations will have water bottle filler(s) available.
  • When possible, communal supplies will be eliminated. Shared supplies should be sanitized between use.
  • High touch surfaces (i.e. table tops, chairs, door handles) will be disinfected regularly.
  • Students will be encouraged to bring water bottles to school for their personal use.

WORK AND LEARNING ENVIRONMENTS

Classroom Configurations and Procedures:

  • Desks or tables will be socially distanced as much as instructionally possible.
  • Each classroom will be outfitted with the following:
  • Hand sanitizer stations
  • Staff will have access to disinfectant to sanitize working surfaces.
  • When possible, communally shared supplies will be eliminated. Shared supplies will be sanitized between use.
  • Remove shared non-essential items from the classroom.
  • When possible, technology can be utilized when the use of manipulatives is needed.
  • Reduce the use of large table seating in classrooms and replace with desks when possible. If tables are used, limit the number of students per table and identify which seats are to be used to provide as much social distancing as possible.
  • To the extent possible, keep doors open between classes to minimize contact with doors and door handles by students and staff entering or exiting classrooms.
  • The use of outdoor space for learning will be considered when possible.
  • Whenever possible, students and staff will maintain consistent groupings of people to minimize the spread of the virus. Additionally, supplemental services will be grouped by grade level when possible.
  • The recommended procedures will be applied to all classroom settings, including special education services locations when possible and appropriate. Students’ individual needs will be addressed on a case-by-case basis.

Collaborative Work and Projects:

  • When possible, technology should be utilized when students are involved in collaborative work.
  • Group or pair work can be implemented while maintaining physical distancing.

Common Areas:

  • Common areas include spaces that are used for meetings and collaboration. This includes computer labs, flexible spaces, campus libraries, conference rooms and other meeting rooms.
  • Campuses will develop schedules and protocols for the use of common areas, including how to sanitize space between use.
  • When needed, students will bring personal supplies from the classroom.
  • All students and staff will be required to use hand sanitizer when entering and exiting common areas.
  • The use of virtual meetings will be considered when possible.
  • In-person meetings will maintain social distancing.

Meeting Spaces:

  • Meetings will be limited to video conferencing when possible.
  • If meetings must be held in person, all social distancing protocols will be implemented.
  • Limit the sharing of materials/supplies.

Administrative Spaces:

When possible, meetings will be conducted virtually. However, if the need arises to meet in person please follow campus guidelines:

    • Individuals are expected to stand behind the shield guard installed at the reception desk.
    • Hand sanitizer will be provided in front office spaces.
    • Distances of 6 feet will be provided between all occupied seats and workspaces.

Flexible Learning Areas:

  • Classes/grade levels will sign up to reserve common areas.
  • Limit number of students as driven by available space and social distancing guidelines.
  • Common signage will be used district-wide to remind students to social distance, wash hands, wear a mask and hand sanitize.
  • Informational graphics will be posted to help with 6 feet social distancing – marking of floor and seating as needed.
  • There will be procedures to sanitize student spaces before and after usage.

Computer, Music, and Art:

  • Students will use their own art supplies as much as possible, and shared supplies will be sanitized between use.
  • Computer equipment will be sanitized and/or wiped down after each use.
    • Staff will follow the manufacturer’s instructions for all cleaning and disinfection products.
    • All accessories, chargers, etc., will be cleaned along with the product itself.
    • If no manufacturer guidance is available, staff will use alcohol-based wipes or sprays containing at least 70% alcohol to disinfect touch screens.

Physical Education:

  • Whenever possible, physical education classes will be held outside to allow for maximum physical distance between students.
  • Any activities bringing students into close physical contact will be avoided.
  • Procedures will be implemented in the locker rooms to encourage social distancing.
  • Equipment will be disinfected after each use.
  • Activities requiring multiple students to touch or handle the same equipment will be avoided.
  • Sanitizing areas and access to handwashing will be provided.

Recess – Elementary School (Grades PreK-6):

  • Campuses will consider limiting the number of students per recess group. Staggered schedules can be utilized when needed.
  • All students and staff will be required to use hand sanitizer before entering the playground and upon exiting the playground.

Restrooms:

  • Signage will be placed outside of each restroom indicating the maximum number of people allowed inside at a time.
  • Signage and teacher reminders will be used to encourage students to wash hands.
  • After a restroom break, students will be required to use hand sanitizer before reentering the classroom.
  • Proper handwashing technique will be taught to all students and consistently reinforced. Signage and teacher reminders will be used to encourage students to wash hands.
  • The scheduling of whole class restroom breaks is recommended to eliminate co-mingling of students across various classes and to ensure teacher monitoring of social distancing guidelines. (ELEMENTARY ONLY)

Library:

These materials are not considered a high risk for transmission and do not need additional cleaning or disinfection procedures. However, the following precautions will be taken:

  • Visual reminders will be added and furniture rearranged to help students maintain social distancing while in the library.
  • Students and staff will sanitize hands upon entering and exiting the library.
  • High touch surfaces (i.e. table tops, chairs, door handles) will be disinfected regularly.
  • Occupancy will be limited.
  • Materials will be quarantined for four days after being returned by students.

Transitions – Elementary School:

  • Face coverings will be used during transitions.
  • Where possible, one-way traffic throughout campus corridors will be established.
  • Walking pathways throughout the building will be designated “stay to the right.” This includes the entrance and exit doors.
  • Classrooms will be sanitized between groups and hand washing, face coverings, and social distancing will be utilized during transitions.
  • To prevent congregating during transition times, students will not be assigned an academic locker or a student cubicle. Students will be permitted to bring backpacks to class.

Transitions – Secondary Schools:

  • Face coverings will be used during transition.
  • To prevent congregating during transition times, students will not be assigned an academic locker or a student cubicle. Students will be permitted to bring backpacks to class.
  • When transitioning between classes, students will travel corridors as far to the right as possible.
  • Visuals will be developed to help students maintain physical distances and adhere to established campus traffic flow in hallways.
  • Traffic patterns will be established throughout the campus that separates individuals to the greatest extent possible.

Arrival:

  • Entry doors will be designated based on arrival method: bus riders, parent drop-off/walk to school, student drivers, students with unique needs.
  • Sanitation stations will be placed at each designated entrance.
  • Students will go directly to their designated location upon arrival.
  • Staff will assist with maintaining social distancing in the hallways.
  • Parents may not accompany students into the building.
  • Students dropped off before the building is open will not be allowed inside the building.

Dismissal – Elementary School:

  • Sibling connections will be done outside the building.
  • Campus will designate staggered dismissal group
  • Staggering the groups of walkers, car riders, bus riders and daycare students will help manage student movement in the building and decrease the risk of potential crowding outside at dismissal time.
  • Separate entrances will be utilized for car riders, bus riders, walkers and the Three Rivers Boys’ and Girls’ Club.
  • Staff will follow PPE guidelines when assisting students in entering and exiting vehicles.
  • There will be bus procedures, based on campus specific needs.

Dismissal – Secondary Schools:

  • Dismissal times may be staggered to limit the number of students in hallways and exit areas at any given time.
  • Sanitation stations will be placed at each exit.

ON AND OFF CAMPUS ACTIVITIES

Elementary School:

  • Off-campus field trips are not allowed until further notice. Virtual field trips will be considered as often as possible.
  • PTO meetings should be held virtually or in non-school facilities to minimize outside exposure to campuses.
  • Information regarding after-school clubs and activities will be determined at a later date.
  • In-person assemblies may be held at the 50% seating-capacity rule for 

the SAC Auditorium, libraries, and gyms.

  • Meet the teacher, open house, parent conferences, etc. will be held with

social distancing as well as the mask requirement.

Secondary Schools:

  • Off-campus field trips are not allowed until further notice. Virtual field trips will be considered as often as possible.
  • Any school wide events that are approved to be held on campus need to adhere to social distancing requirements outlined by TR ISD, TEA and UIL. (Examples: grade level pep rallies, assemblies, performances, etc.)
  • School-wide events will be live streamed and/or occur virtually when possible.
  • To limit larger gatherings, campus club meetings should be held virtually when possible. If meeting in person is required, groups should utilize larger meeting spaces or multiple meeting opportunities will be provided.
  • PTO and Booster Club meetings should be held virtually or in non-school facilities to minimize outside exposure to campuses.

Extra-Curricular Activities:

In addition to the following guidelines, Three Rivers ISD has developed an Extra-Curricular Health Plan that addresses additional guidance provided by the UIL.

Athletics:

Athletic practices and contests will be conducted following safety protocol 

Provided by guidance from TR ISD, UIL and TEA. This will include COVID screening, group sizes, sharing and sanitizing of equipment, locker room usage, etc.

  • Hand sanitizing stations will be in gym facilities and equipment will be sanitized on a regular basis.
  • Locker room use will be determined by  
  • TR ISD/TEA/UIL. If locker rooms can be accessed, all locker room space will be utilized to follow UIL guidance.
  • Bus travel will follow transportation guidelines provided by TR ISD and TEA.
  • Spectator attendance at games and contests may be limited based on TEA and UIL guidelines. Ticketing for events may be utilized to control capacity of facilities.
  • Event procedures will be in place to minimize face-to-face interactions.
  • Separate entrances and exits may be utilized and event doors may be propped open to minimize physical contact with handles.
  • Spectator seats may be marked and/or configured in a way to enforce social distancing.
  • Concessions and/or concession sales may be cancelled or limited to encourage social distancing and to follow health and safety guidelines.
  • Booster club meetings should be held virtually or in non-school facilities to minimize outside exposure to campuses.

Fine Arts:

  • Large group practice sessions, sectionals and rehearsals will adhere to social distancing guidelines provided by an authorized entity (e.g., TR ISD, TEA, UIL, etc.)
  • Off-campus fine arts performances will only be conducted if specific guidance is provided by an authorized entity (e.g., TR ISD, TEA, UIL, etc.)
  • Concerts/performances may be adjusted based on health and safety guidelines provided by an authorized entity (e.g., TR ISD, TEA, UIL, etc.) including but not limited to transportation procedures, number of attendees, and the orientation of concerts.
  • All fine arts performances will be streamed online when possible.
  • Booster club meetings should be held virtually or in non-school facilities to minimize outside exposure to campuses.

Other Extra-Curricular Guidance:

  • Overnight extracurricular trips are suspended until further notice.
  • Large group practice sessions will adhere to social distancing guidelines provided by an authorized entity (e.g., TR ISD, TEA, UIL, etc.)
  • Off-campus performances and/or competitions will only be conducted if specific guidance is provided by an authorized entity (e.g., TR ISD, TEA, UIL, etc.)
  • Performances and/or competitions may be adjusted based on health and safety guidelines provided by an authorized entity (e.g., TR ISD, TEA, UIL, etc.) including but not limited to transportation procedures, number of attendees, and the orientation of concerts.
  • Booster club meetings should be held virtually or in non-school facilities to minimize outside exposure to campuses.

CHILD NUTRITION

  • Child Nutrition Employees will utilize personal protective equipment (PPE), including gloves, face shields and/or masks. Cashiers will also be behind a Plexiglas barrier.
  • Hand sanitizer will be available for student use.
  • Students will follow floor markers to allow for social distancing between each other and staff members.
  • Cafeteria tables will be cleaned and sanitized between lunch periods.
  • Each campus will develop a cafeteria usage plan to accommodate its unique set up and allow for social distancing where feasible.
  • Students will be dismissed from the classroom to visit the cafeteria in small groups and/or individual classes to maintain social distancing when waiting in line.
  • With the exception of individualized, prepackaged food items, servers will plate all food items for each student.
  • The server will place the tray of food on the counter to be picked up by the students.
  • Students will proceed to cashier for payment, utensils, condiments, and selection of any a la carte items.
  • Payment processes will be touch-free. Parents are encouraged to pay by check or via the online food service payment service. Cash is not recommended.
  • The eating arrangement will be customized for each campus to fit their arrangement providing for social distancing as much as possible.
  • Drop-off of meals will not be accepted. Students may bring their lunch or eat the cafeteria selection. Students who forget to bring their lunch, will be offered a lunch and their account charged. 
  • Cafeteria-share tables are suspended until further notice.
  • Off-campus for senior lunch is temporarily suspended until further notice.

TRANSPORTATION

Three Rivers ISD is committed to safely transporting students that are eligible to and from school. During this unprecedented time, we encourage walking, biking or personal vehicles when possible especially on the in-town bus route. Doing so will reduce the number of students on buses allowing for better social distancing.

Registration is required for transportation to and from school to assist in better route planning. To ensure TR ISD provides the safest and cleanest environment possible we will:

Cleaning:

  • After each trip, general cleaning by disinfecting using a hospital grade disinfectant.
  • After every route, deep cleaning will be done by using of hospital grade disinfectant with an electrostatic sprayer that will cover all exposed surfaces on the bus.

Capacity and Spacing:

  • We will allow for social distancing as much as possible, depending on the route and ridership. 
  • Household members will be seated together as possible.
  • Temperatures will be taken upon entering the school bus.

Face Coverings:

  • Bus drivers and monitors will wear a mask and/or face shield.
  • All riders will wear masks or face coverings.

Sanitizer:

  • Hand sanitizer will be stationed at the entrance of each bus for use by staff and students for on/off boarding.

Staff Training and Screening:

  • TR ISD transportation staff will undergo additional social distancing and sanitation training as it relates to additional duties and responsibilities as a result of the current environment.

Ventilation:

  • Roof hatches will be open as weather permits. When not raining, the front roof hatch will be open to take in fresh air and the back roof hatch will be opened to expel air.
  • Windows will be open as weather permits, as the lowering of windows will provide the most air flow.

Assigned Routes:

  • Bus assignments will be made by address of record, and students will not be allowed to ride any other bus than that which is assigned.
  • Emergency situations should be addressed with campus administration, and will require approval through transportation department.
